The message could not be opened from Outbox folder

Problem Description:

You are unable to send emails with Outlook express or Windows Mail with Trend Micro internet security 2008 or 2007 installed. You receive an error message saying the following:

"The message could not be opened from Outbox folder. Account: 'POP3Server', Server: 'SMTPServer', Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number: 0x800420C8"

Cause of the Problem:

It appears to be that some copies of Trend Micro internet security have been set to "Warn Only" instead of a deny or allow for SMTP traffic. Microsoft Outlook Express or windows mail does not properly handle the failure to send so it returns an error saying that it cannot open the outbox file.
