When you go through the Microsoft Office 2003 Activiation wizard and need to select the activate by telephone option, the wizard closes without any error message.
Restarting the system, and trying again result in the same behavior, and trying from different Office 2003 applications has the same issue.
Selecting the activate by internet option may tell you that you are unable to validate, or have validated too many times.
In addition, you may have just uninstalled and re-installed your 2003 product due to another error.
The license file for Office 2003 may become corrupt. Uninstallation, and reinstallation of the 2003 suite does not remove the license file. Therefore it will always produce the same result each time.
Close all Office 2003 products, and delete the license file.
The license file for Office 2003 and XP (2002) is located at:c:\Documents and Settings\All Users\Application Data\microsoft\office\data
The file name for 2003 is Opa11.dat, if you are using Office XP (2002) the file is Data.dat.
In both cases do not delete the .bak files located in this folder.
After you delete the file, you can then open a 2003 or XP office program, and you will be prompted to activate your product again.
